Pitch Raises (and Lowers):  $25 + the tuning fee.  A pitch raise/lower is needed if the piano is too far below or above pitch.  Why?  Because a properly tuned piano has about 18 tons of tension across the width of the harp and pin block.  When it is very flat the tension is obviously much less and so by adding more tension the harp is unstable.  Therefore, the tuner must make several passes across the nearly 230 strings to bring them up to near-pitch before it can be fine tuned. So, it's really a matter of time.  Also, pianos that are that flat have probably not been well-maintained and a string(s) may break in the process.  Except in the case of a careless tuner, this is generally not the tuner's fault.  Experience reveals that pianos which haven't been tuned in some time - more than 2 or 3 years - will probably need a pitch raise, as will pianos kept in environments with high humidity and/or large temperature fluctuations.
